Speaker: Matthew Baker

Bio:

As Director of the Office of Facility Planning and Control (FP&C) within the Division of Administration for the State of Louisiana, Matt Baker is responsible for overseeing the state’s capital outlay budget and execution process. This includes the preparation of the Capital Outlay Bill (HB2), the Omnibus Bond Bill (HB3), and the Five-Year Capital Outlay Program. FP&C plays a central role in administering and enforcing the state’s Capital Outlay Act, which encompasses full oversight of Louisiana’s capital construction program—covering both state and non-state projects. The office manages contracts with design professionals, contractors, and program managers, and oversees Cooperative Endeavor Agreements between FP&C and non-state entities. From initial planning and design through construction and occupancy, FP&C is involved in all phases of capital project delivery.

In addition to capital projects, FP&C administers a number of key statewide programs. These include Real Estate Leasing and Property Management, Hazardous Materials Abatement, Facility Management and Energy Conservation, Roofing and Preventative Maintenance, ADA Compliance, and Building and Energy Code Compliance. The office also manages the state’s designer selection boards for architects, engineers, and landscape architects.

With over 20 years of professional experience, Matt is currently in his eighth year of service in state government, where he has held the roles of Project Manager and Assistant Director. Prior to joining the public sector, he worked with several architectural firms across Louisiana, contributing to a wide range of projects in master planning, commercial, industrial, religious, medical, athletic, and educational sectors. Matt holds a Bachelor of Science in Architectural Studies and a Master of Architecture from the University of Louisiana at Lafayette. He is a licensed architect in the State of Louisiana.

Course Description: This course provides architects with a comprehensive understanding of Louisiana’s Capital Outlay Act (HB2) and the role it plays in funding and delivering public projects across state, higher education, and non‑state entities. Participants will explore the Office of Facility Planning & Control’s (FPC) cradle‑to‑grave oversight of the state’s built environment—from project conception and prioritization through designer selection, funding authorization, contract execution, and construction closeout. Topics include funding mechanisms, priority classifications (P1, P2, P5), lines of credit, legislative versus FPC interpretations of the Act, cooperative endeavor agreements for non‑state entities, and multi‑year funding evolution using real project examples. This course equips architects to navigate state funding structures, anticipate cash flow timing, coordinate design delivery with bond commission actions, and ensure compliance with statewide standards.
