The Division of Administration/Office of Facility Planning and Control has a vacancy. This job 
title has an assigned pay grade of TS-317.

These positions may be filled in our Baton Rouge, Bossier City, Lafayette and New Orleans offices.

This vacancy will be filled by new hire or by promotion of a current permanent status classified

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering or professional 
architecture plus six years of experience as a licensed engineer or architect.

NOTE:
Applications will be accepted from persons licensed to practice professional engineering or 
professional architecture in states other than Louisiana. If one of those applicants is selected 
for the position, he/she will be required to obtain a Louisiana license prior to appointment. The

Job Concepts

FUNCTION OF WORK:
To act as project manager on a portion of all capital outlay projects statewide totaling 
approximately 600 projects (35 to 40 projects per manager) at $1.3 billion from inception of 
request through budget development, programming, design, construction, completion, and warranty.

LEVEL OF WORK:
Program Manager.

SUPERVISION RECEIVED:
Administrative direction from a FPC Senior Project Manager or a State Budget Manager. Other 
reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Functional over other FPC Project Managers for the duration of a project. Functional over 
contracted designers, contractors, and other professional consultants. Regulatory over all state 
agencies for administration of the capital construction budget.

LOCATION OF WORK:
Division of Administration, Office of Facility Planning and Control.

JOB DISTINCTIONS:

Differs from Facility Project Planners by the presence of statewide project management 
responsibilities for the Office of Facility Planning and Control.

Differs from FPC Senior Project Manager by the absence of direct supervisory responsibility over 
subordinate project managers.

CAPITAL OUTLAY:
Reviews and evaluates the technical and financial feasibility of requests from state and non-state 
agencies for capital outlay funds and recommends action.

Coordinates new construction with statewide building program. Verifies user agency's needs and 
availability of existing facilities.

DESIGN CONTRACT MANAGEMENT:
Supervises, evaluates, and reports the performance of private sector design professionals that 
provide architectural, engineering, survey, programming, and other consulting services for building 
construction.

Directs the design of the projects under his or her direction from the pre-design conference 
through the production of construction documents, approves the work of the designer, and authorizes 
him or her to proceed with each phase.

Enforces compliance with the legislatively approved program and budget, quality standards, 
technical requirements, contract specifications, etc.

Negotiates and approves changes in the designers contract including changes to the scope of work, 
construction cost, fees, scheduling, etc. and prepares the required contract amendments.

Verifies the user agency's program and coordinates his or her input throughout the design process.

Ensures that the designer receives any owner-supplied information such as topographic survey, 
geo-technical investigations, program clarifications, user agency input, etc.

Authorizes the public bidding of the projects under his or her direction, directs the designer in 
the bidding process, approves changes to the work during bidding, and conducts bid opening.

Accepts or rejects the recommendations regarding contract award from the designer and user agency 
and recommends contract award or rejection of bids.

Ensures that all actions of the designer, user agency, and Facility Planning and Control Department 
are carried out in a timely manner.

Authorizes, adjusts, or denies payments to the designers based on his or her evaluation of the 
designers work.

Sets standards of performance for professional design.

Schedules and coordinates input from appropriate Facility Planning and Control team members. The 
team is composed of in-house architects and engineers that are critical to the development of the 
project.
